To summarise: Human urine is impure and must be cleaned off, whether it comes from a child or an adult, male or female.
His urine comes out from a narrow opening, so when he urinates it spreads. Washing his urine would be too difficult, so this concession of sprinkling was made.
Do I have to wash the garment before I pray? It doesn't require washing the whole of the garment, they only have to wash the area that the urine is upon. If the urine is restricted to a particular area, it's sufficient for them to wash just that area.
