The Minnesota State Patrol said in a tweet that the action appeared deliberate.
The patrol said the driver was injured and taken to a hospital with non-life-threatening injuries.
Governor Tim Walz said the driver is out of the hospital and in police custody.
According to Minnesota Public Safety Commissioner John Harrington, traffic cameras appear to show the truck was already on the freeway before barricades were put in place to shut it down at 5 p.m.
Attorney General Keith Ellison asked the public for their trust and said the state is pursuing truth and justice in relation to the death of George Floyd.
